Law No. 239 “On civil protection”.

This Law establishes organizational and legal basis for civil protection of the population and the territory, determines the tasks of civil protection and plenary powers of the Government, state bodies, local self-government, organizations and the population in the sphere of civil protection. It classifies emergency situations and natural disasters and calamities and establishes the modalities of early warning system for information of the population of environmental disasters and natural calamities. Civil protection units shall be organized in accordance with territorial distribution principle. Basic tasks of civil protection shall be data collection and processing related to environmental disasters, prevention of disasters and training of the population.
