Law No. 269 “On state regulation of manufacturing and trade of ethyl alcohol and liquors”.

This Law lays down the legal grounds for manufacturing and trade of ethyl alcohol and liquors. It shall not be applicable to the following categories: (a) legal persons manufacturing products containing ethyl alcohol for non-commercial purposes; (b) medicinal preparations containing ethyl alcohol; and (c) beverages with 6% of ethyl alcohol contents. The scope of state regulation of of manufacturing and trade of ethyl alcohol and liquors shall be: (a) to protect human life and health, and also environment; (b) prevention of fraud; and (c) quality improvement of ethyl alcohol. Manufacturing and trade of ethyl alcohol shall be authorized to national legal persons, while manufacturing and trade of ethyl alcohol by foreign legal persons shall be prohibited. Only ethyl alcohol processed from alimentary grains shall be authorized for manufacturing of liquors. This Act establishes terms and conditions for processing, handling, bottling and storage of liquors. Article 9 gives classification of liquors. Article 13 specifies the terms and conditions for wholesale and retail trade of liquors. Article 15 establishes licensing terms and conditions. Article 17 concerns state quality and safety control of liquors.
