Law No. 27 “On public procurement”.

This Law establishes the general legal and economic principles of public procurement and regulates the procedure for carrying out public procurement in accordance with established purposes. The purpose of this Law is the effective and economical use of public resources by regulating relations related to ensuring the functioning of the activities of procuring organizations. The implementation of public procurement of the Kyrgyz Republic is based on the principles: (a) optimization of public procurement processes through the creation of a unified public procurement system and the formation of public trust in it; (b) respect for the rights and legitimate interests of participants in public procurement; (c) openness, impartiality, publicity and transparency in public procurement; and (d) acquisition of innovative and high-tech goods, works, services. Public procurement shall be intended the acquisition by a procuring organization of goods, works, services and consulting services using the methods established by this Law, financed in whole or in part from public funds. State funds are recognized as: (a) funds from the national and local budgets for the implementation of activities by purchasing organizations; (b) funds from special accounts; (c) funds of foundations and other legal entities created at the expense of public funds, funds of state bodies or local governments; (d) funds provided as foreign assistance on the basis of international treaties that have entered into force in accordance with the legislation of the Kyrgyz Republic, unless other ways of using funds are provided for by such agreements; and (e) loan funds guaranteed and secured by the state.
