Law No. 65 “On innovation activity.”

This Law regulates relations in the field of innovation activity. Innovation activity shall be intended activity to transform pioneer product into innovation, aimed at creating and introducing an innovative product into civil (economic) circulation. Innovative product shall be intended a new or improved product, technology, service, as well as a new organizational and technical solution of a production, administrative, commercial or other nature, which: (a) are created using results of intellectual activity capable of legal protection; (b) have higher technical, economic or other indicators compared to analogues presented in a certain market segment; and (c) are competitive. The subjects of innovation activity are: (a) natural persons - citizens of the Kyrgyz Republic, stateless persons and foreign citizens carrying out innovative activities; (b) legal entities - domestic and foreign organizations of any organizational, legal forms and forms of ownership, carrying out innovative activities; (c) holders of exclusive rights to intellectual property objects sold and used in innovative activities; and (d) investors investing in innovation activities. The basic principles of innovation activity include: (a) freedom of innovation; (b) equal access to state support for innovation activities; (c) transparency of state support for innovation activities; (d) promoting competition; (e) free access and exchange of information; (f) ensuring legal protection of intellectual property objects created as a result of innovative activities; and (g) non-harm to the life and health of citizens and the environment.
