Ministerial Decree No. 475 validating the Regulation on Civil Protection.

This Ministerial Decree establishes the modalities of organization and functioning of the state Civil Protection system for protection of the population and territory against natural disasters. Civil Protection system shall be based upon territorial principle. It shall carry out the following functions: (a) environmental monitoring; (b) planning; (c) early warning of the population; and (d) mitigation of the consequences of natural disasters.
