Abstract
This Ministerial Decree establishes the modalities, terms and conditions of concession of right of ownership or lease of urban land for payment related to public and municipal land. Concession of urban land in ownership can be carried out through direct sale of land. The provisions of this Decree shall not be applicable to concession of the plots of land free of charge. The right of ownership can be granted by the authorized state institution to natural and legal persons (applicants) through direct sale in the following cases: (a) if these plots of land had been previously conceded to the aforesaid natural and legal persons for fixed-term (temporary) land tenure; and (b) if the plots of land had been put twice on open tender for sale and remained unsold.
