Abstract
National Action Plan for Development of Forestry is a national sectoral action plan of the Kyrgyz Republic designed to achieve the objectives of the National Forest Programme 2005-2015. The Action Plan covers the period of 2006-2010. The main objectives of the document are ensuring conservation of the biological diversity and forests and improvement of the system of forest management.
In the area of conservation of biological diversity and forests, the Action Plan expects the following results: spreading the network of the specially protected nature territories; improving the status of biological diversity; increasing the forest area; improving the forest guarding and protection; and improving the legal framework for conservation of forests. In addition, it also aims for separation of the control and regulation functions and the economic functions; optimization of the management structure of the forestry sector; enhancement of the status of employees of the forestry sector; improvement of the gender policy in the forestry sector. Further, the document aims to determine norms for the sustainable management and multi-purpose use of forests for which it plans to improve the legal framework.
Additionally, the document provides for an involvement of local communities in the joint forest management. Namely, it plans to develop mechanisms for the joint management of forest and improving the legal framework for the use of forest resources. Further, for ensuring the efficiency of economic reform and the system of financing of the forestry sector, it provides for the following measures: improving the procurement of both timber and non-timber forest products; supporting the development of the production enterprises; organizing the marketing service; and assisting the system of financing of the forestry sector to adapt to the new conditions.
Moreover, one of the document’s goals is to improve the forest-related science and education. For this, it plans to complete the scientific researches required by the forestry sector; to support the education in universities, colleges and vocational schools; and to improve the professional skills of the forestry sector employees.
Moreover, the Action Plan also targets to enhance the awareness of the forestry sector development. To this end, it plans to streamline and improve the information resources of the forestry sector; develop the mechanisms for dissemination of the information; and to instruct and educate the local population and the interested parties.
The State Agency for Environment Protection and Forestry under the Government of the Kyrgyz Republic is responsible for the monitoring of implementation of the Action Plan. The implementation of the Action Plan will be evaluated in two stages – by interim and complete evaluation.
