Abstract
The Gender Equality Action Plan is a national cross-sectoral action plan of Kyrgyzstan for the period 2015-2017. Its main objectives include: (a) introduction the best models of combining the labor and family obligations into the activities of the state bodies; (b) introduction of gender approaches into the activity of financial credit institutions; (c) empowerment of women entrepreneurship; (d) information and raising awareness of the population on gender-related issues; (e) dissemination of basic knowledge on gender equality, bride-kidnapping and early marriages; (f) legislative amendments regarding the prevention of gender discrimination; (g) prevention, detection, response, medical, social, legal aid and rehabilitation in cases of gender-based violence, abuse, torture and other forms of violence, including in emergency situations at the level of state bodies and local self-government; (h) capacity building for the employees of the law enforcement bodies in the area of efficient investigation of gender crimes and calling to account of guilty persons; (i) improvement of data collection and reporting on gender discrimination and violence; (j) annual monitoring of the implementation of international legislation to eliminate discrimination and violence against women; (k) support for the crisis centers (CC) for victims of domestic violence, from the non-budgetary funds; (l) the development and adoption of special measures to ensure gender representation in political, special state and municipal offices (not more than 70% of the same sex); and (m) the implementation of international obligations of the Kyrgyz Republic on gender equality.
The measures and actions to achieve the aforesaid objectives include: (a) research and implementation of pilot models; (b) public discussions and public participation; (c) promotion of female business through introduction of gender approach into financial crediting; (d) training on gender issues of public officials; (e) monitoring and assessment of gender-related activities; and (f) analysis of national statistical data on gender issues.
