Abstract
National Development Program of Kyrgyz Republic until 2026 is a nationwide policy document adopted by the President of Kyrgyzstan. The National Development Program expires in 2026. The general picture of the future is connected with the long-term development of the Kyrgyz Republic (until 2040) as an integral, independent and comfortable country for people with great opportunities and the right to choose their lives, a country of free and wealthy citizens.
The goals of the Program are to improve the well-being of citizens by creating an environment for the socio-economic development of the country, implementing anti-crisis measures and laying the foundations for successfully achieving long-term development goals. The implementation of the Program will ensure the growth of the national wealth of the country and the well-being of its citizens by at least a quarter, lowering the unemployment rate to 5 percent, reducing the level of poverty of the population to the level of 20 percent, including the level of child poverty - up to 25 percent and reduction of greenhouse gas emissions by 17 percent. Economic growth will become sustainable, income inequality will decrease, and the middle class will expand. The main priorities of the economic policy will be the support and development of labor-intensive sectors of the economy. Combating spreading and consequences of coronavirus infection COVID-19 shall require prevention of introduction of new strains of COVID-19 and implementation of anti-epidemic measures.
Agriculture is one of the priorities of the national economy, but there is persistent land degradation and soil erosion due to unsustainable land use and lack of public investment. In the Kyrgyz Republic, the degree of land degradation has reached a critical level, and taking into account the consequences of climate change, there is practically no time left to change the situation. The strategic goal of reforms in the agricultural sector will be to ensure food security. In the agro-industrial complex, it is necessary to stimulate the development of medium and large processing complexes, logistics centers for exporting products to foreign markets. The state will create conditions for the development of clusters in the field of production and processing of agricultural products. It will be important to carry out reforms aimed at consolidating small peasant farms and agricultural cooperatives, using a set of incentive mechanisms. Programs of preferential financing of agriculture will also be focused on this.
The key direction of reforms in the field of land use will be to stimulate their most efficient and rational exploitation. The state will form mechanisms for consolidating the fragmented structure of land owners and maximizing added value. Fiscal and tariff measures, state programs in the field of agriculture will be aimed at this. Land reform shall envisage the performance of the following arrangements: (a) development of slope and foothill lands; (b) updating the cadastre of the land fund, inventory of state lands with the formation of a digital map of land for agricultural and other purposes; (c) land exchange, an online platform for transactions with agricultural land; (d) development and implementation of the Concept for the Development of Agricultural Land in the Kyrgyz Republic for 2022-2026; and (e) adoption of the new Land Code of the Kyrgyz Republic.
The primary issue in terms of ensuring the quality of life of people in rural areas is the provision of clean potable water to every settlement in the country. The policy in the field of potable water supply will be aimed at creating an economically sustainable, affordable service for safe and high-quality water supply.
This Program is aimed at achieving the following targets: (a) ensuring an annual rate of real economic growth at an average level of 5%; (b) achieving GDP per capita of at least 1,500 US dollars; (c) reducing the unemployment rate to 5%; (d) ensuring an annual inflow of foreign direct investment in the amount of at least 13% of GDP; (e) improving the indicator in the Human Development Index rating by 5 positions; (f) improving the indicator in the Global Competitiveness Index rating by 10 positions; and (g) reducing the poverty level of the population to 20%, including the child poverty level - to 25%.
