Abstract
National Development Strategy of Kyrgyz Republic for the period of 2018-2040 is a nationwide policy document approved by the Government aimed at ensuring a decent standard of living, social protection (particularly for socially vulnerable segments of the population), healthcare, creation of productive jobs, transition to innovative socio-economic development, food security of the country and adequate nutrition of the population.
The average life expectancy of citizens will increase, and in 2040 the Kyrgyz Republic will be among the countries where life expectancy has approached 80 years. Disability rates (primary and general) from preventable diseases and injuries, especially among children and people of working age, will be reduced by a factor of three.
In the field of electric power industry, Kyrgyzstan will be a major producer of electricity in the region, ensuring sustainable development of energy, energy security of the country and regions, energy efficiency of the real sector of the economy, and availability of energy resources for each consumer. The share of environmentally friendly energy sources (small hydroelectric power stations, solar and wind power plants, solar collectors, heat pumps, biogas, etc.) will be at least 10% in the country's total energy balance, and energy and resource saving indicators will correspond to those of OECD countries.
The problem of supplying the population with clean drinking water will be solved in the country, the policy in the field of drinking water supply will be aimed at creating an economically sustainable, affordable service for safe and high-quality water supply, hygiene and sanitation in each settlement. The water supply system will be transferred to a market format with a reliable system of subsidizing vulnerable groups of the population.
Economic activity that ensures poverty reduction and social progress, on the one hand, and does not exceed the limits of environmental sustainability of natural ecosystems, on the other hand, requires more effective planning and management of the country's transition to sustainable development through various elements of "green" development and implementation of measures on adaptation to climate change. In this regard, Kyrgyzstan will build close cooperation with the Global Climate Fund. The transition to sustainable development involves the gradual restoration of natural ecosystems to a level that ensures the sustainability of the environment and at which there is a real possibility for the existence of future generations of people, satisfying their vital needs and interests. It is planned to revise the policy for the development of the transport sector, the introduction of cost-effective solutions, which in turn can reduce the level of emissions of pollutants and greenhouse gases.
Kyrgyzstan, using its geographical and climatic advantages, will become a leading supplier in the regional market and the EAEU market of high-quality environmentally friendly, organic agricultural products from mountainous and foothill areas. In the agro-industrial complex of the country, medium and large processing complexes will be created, logistics centers will be developed for exporting products to foreign markets. Farms will actively participate in the production process through cooperatives and agglomerations that will allow producers to directly access value added, helping to increase local incomes. In the field of agriculture, the main policy is to provide the population of the Kyrgyz Republic with quality food and the transformation of the industry into a supplier of high-quality environmentally friendly, organic products to the global and regional markets. State support will be directed to large rural enterprises, farms and cooperatives that are engaged in the production and processing of agricultural products, creating high added value. The state policy in agriculture will be aimed at ensuring food security and nutrition, at increasing the country's food independence and involves ensuring the physical and economic accessibility of food for the population in accordance with the minimum norms for food consumption established by the state, subject to food safety requirements.
