Order No. 01-9/218 State Agency of Environmental Protection and Forestry under the Government of Kyrgyz Republic validating Felling Regulation in the public forests of state forest fund and in natural parks.

This Felling Regulation incorporates the main forestry requirements on a zonal-typological basis and contains a system of regulations governing the performance of logging in public forests of the state forest fund and in natural parks. It establishes a general procedure for fulfilling the basic requirements for logging, aimed at the formation of biologically sustainable highly productive commercially valuable plantations, at preserving and strengthening environmental protection, social and environmental functions, as well as the timely production of timber and is mandatory for forestry agencies and natural parks, as well and for all organizations, performing logging and monitoring implementation thereof. Forests located on the territory of the state forest fund and natural parks of the Kyrgyz Republic perform mainly ecological, water protection, soil protection, sanitary and hygienic, and recreational functions, and are classified by vegetation zones in spruce, nut and fruit, juniper and floodplain. It sets forth general requirements for logging, use of species, standards and technologies for forest care. Considering the low forest cover of the national territory, the great ecological significance of forest plantations, the presence of a significant number of wild-growing walnut-fruit plantations, as well as their low closeness, in the forests of the state forest fund and natural parks of the Kyrgyz Republic shall be authorized improvement cutting, reforestation felling, sanitary felling, other cutting, felling of industrial plantations and clean cutting in debris-strewn forest. In order to develop new methods of forest management, as an experiment, shall be authorized limited felling for scientific research purposes.
