Order No. 10-1/73 of the State Agency for Land Resources, Cadastre, Geodesy and Cartography under the Cabinet of Ministers “On some issues in the field of activities of the State Agency for Land Resources, Cadastre, Geodesy and Cartography "Goskartografiya" subordinated to the State Agency.

This Order approves two key regulations: the Regulation on the State Cartographic Geodetic Fund of the Kyrgyz Republic and the Regulation on State Geodetic Supervision over geodetic and cartographic activities. The Order also sets out publication, registration and notification procedures. The Regulation on the State Cartographic Geodetic Fund defines the Fund as a set of geodetic, cartographic, topographic, hydrographic, remote sensing, gravimetric and related materials and data of national, inter sectoral or sectoral importance, in various formats, subject to permanent or long term storage. It establishes the structure of the Fund (national and departmental funds), its ownership composition (state, local self government, legal entities and citizens), and the obligation of all organizations and citizens conducting geodetic and cartographic activities to transfer copies of specified materials free of charge to the national fund. It assigns management of the national fund to the state institution “Goskartografiya”, regulates separate accounting of state and non state materials, and links archival materials to the National Archival Fund regime. It also sets rules for use: originals may not be withdrawn; users receive copies or extracts on a contractual basis; onward transfer and copying require authorization; and differentiated fees are charged depending on whether works are profit oriented or budget funded. Financing of the national fund is provided from the national budget and user fees. The Regulation on State Geodetic Supervision assigns to “Goskartografiya” the function of state supervision over all geodetic and cartographic activities to ensure compliance with national legislation and normative technical documents. It enumerates supervisory tasks, including control of the performance of various geodetic, cartographic, remote sensing, cadastral and related works; correct depiction of state and administrative boundaries; formation, storage and use of materials of the State Cartographic Geodetic Fund and the State Catalogue of Geographical Names; registration of geodetic and cartographic works; accounting of geodetic points; and maintenance of a reference map reflecting boundary and toponymic changes. The institution is empowered to inspect organizations, verify documentation and handling of materials, issue binding prescriptions to remedy violations, control inclusion of materials in the Fund, maintain registers of organizations and works, oversee coordinate systems and digital mapping, and participate as experts in infringement cases and in classification of secrecy of materials. Special provisions define geodetic points and their protection zones, prohibit damaging activities without authorization, and establish liability for damage. Designated officials of “Goskartografiya” act as state inspectors, with rights of access, information requests, and involvement of external experts, while organizations are obliged to cooperate and provide necessary data, with legal responsibility for obstructing supervision.
