Order No. 352 of the State Committee of Industry, Energy and Subsoil Management validating the Regulation on registration of mineral reserves within the state balance and write-off thereof from the state balance.

This Order sets forth terms and conditions for registration of mineral reserves within the state balance and write-off thereof from the state balance. Keeping state balance of mineral reserves shall be performed by the authorized state body in the sphere of subsoil management, which registers within and writes-off mineral reserves from the state balance. Registration of mineral reserves, modification and write-off thereof from the state balance shall be performed in accordance with geological exploration and mining outcome, the results of revaluation due to changes in the parameters of reserves calculation and assessment (standard limits, dimensions, capacity, and average mineral content). The state balance takes into account mineral reserves, including groundwater, therapeutic mud, brine, as well as minerals contained in mining wastes and related processing industries. The basis for registration mineral reserves within the state balance sheet is the positive conclusion of the state examination of mineral reserves, performed by the State Commission on Stocks. Mineral reserves are written off from the State balance sheet on the basis of the conclusions of the state expert examination of mineral reserves, based on the annual state reporting of subsoil users performing mining operations.
