Order No. 399 of the State Committee of Industry, Energy and Subsoil Management validating the Regulation on expertise of technical projects for the development of mineral deposits related to protection of subsoil and drawing-up of the conclusion.

This Order establishes the procedure for expertise of technical projects for the development of mineral deposits related to protection of subsoil and drawing-up and validation of the conclusion. During the examination of the protection of mineral resources, the main tasks of the expert shall be as follows: (a) protection and rational use of mineral resources of mineral deposits; (b) placement of factories or plants and all necessary infrastructure outside the areas of mineral deposits, or in areas of substandard or low quality minerals, agreed upon by an authorized state body; (c) prevention of selective development of the richest areas of the mineral deposit with a decrease in the industrial value of the remaining reserves in the subsoil; (d) completeness of extraction from the subsoil of explored reserves of minerals, registered in the state balance of reserves; (e) rational use of overburden and enclosing rocks, processing of minerals’ waste; and (f) complex extraction of related useful components in the processing of mineral raw materials.
