Ordinance No. 1-dp MINISTRY OF AGRICULTURE, FOOD INDUSTRY AND LAND RECLAMATION OF THE KYRGYZ REPUBLIC On implementation of normative powers in the field of plant quarantine.

This Ordinance validates the Procedure for inspection of commodities subject to quarantine inspection (Annex 1), the Procedure for phytosanitary examination of commodities subject to quarantine inspection on the territory of Kyrgyz Republic (Annex 2) and the Procedure for disinfection of commodities subject to quarantine by gasification methods and works on their degassing (Annex 3). Procedure for inspection of commodities subject to quarantine inspection establishes the procedure for inspection of commodities subject to quarantine inspection in the process of import and export. The main purpose of inspection is to determine the conformity of the cargo (object) to the phytosanitary regulations by means of visual inspection, verification of documents, as well as verification of the authenticity and integrity of the cargo. The objective of inspection shall be to confirm compliance with phytosanitary rules and regulations as regards pests. Procedure for phytosanitary examination of commodities subject to quarantine inspection on the territory of Kyrgyz Republic is aimed at identifying populations of specie subject to quarantine and ensuring quarantine phytosanitary safety in the Kyrgyz Republic. Agricultural land, forest land and land of waterbodies, places of storage and processing of plants, plant products and other regulated materials regardless of their forms of ownership are subject to quarantine phytosanitary examination. Procedure for disinfection of commodities subject to quarantine by gasification methods and works on their degassing also defines types of quarantine phytosanitary disinfection works, admission of enterprises and individual entrepreneurs to disinfection and labelling of wood packaging material.
