Presidential Decree No. UP 109 “On urgent measures to introduce a 100% state monopoly on the production, storage and sale of ethyl alcohol.”

The President decrees to introduce a 100% state monopoly on the production, import, storage and sale of ethyl alcohol on the territory of the Kyrgyz Republic from September 1, 2022. The state enterprise "Kara-Balta Distillery" shall be granted the exclusive right to produce, import ethyl alcohol, and sell ethyl alcohol produced and imported into the Kyrgyz Republic. Assign the following functions to the State Agency for Control over the Production and Trade of Ethyl Alcohol and Alcohol Products: (a) development and implementation of a unified state policy in the field of production, import, storage and circulation of ethyl alcohol, alcohol and alcohol-containing products; (b) licensing of production, turnover, import and export of ethyl alcohol, alcoholic and alcohol-containing products; (c) setting quotas for the import of ethyl alcohol and alcoholic products; (d) organization and implementation of state control over the production and circulation of ethyl alcohol, alcoholic and alcohol-containing products, their quality and safety; (e) organization and implementation of state accounting and reporting in the field of production, turnover, import and export of ethyl alcohol, alcoholic and alcohol-containing products; (f) control over compliance with legislation in the field of production, import, storage and circulation of ethyl alcohol, alcoholic and alcohol-containing products and the conditions provided for by licensing requirements and technical regulations; (g) carrying out, in accordance with the procedure established by the legislation of the Kyrgyz Republic, inspections of business entities engaged in the production and/or circulation of ethyl alcohol, alcoholic and alcohol-containing products; and (h) implementation of a set of measures to ensure the protection of the rights of consumers and domestic producers in the production, storage, movement and sale of ethyl alcohol, alcoholic and alcohol-containing products.
