Abstract
State Strategy for Countering Corruption and Liquidation of the Consequences thereof for the period of 2021-2024 is a nationwide multi-sectoral policy document assigning a fundamental role to systemic measures of preventive nature, which will help to radically eliminate or to minimize corruption in government and local self-government, to eradicate not only the root causes and conditions, but all the prerequisites that give rise to it. Including minimizing as much as possible administrative and bureaucratic barriers to business development, attracting investments, to ensure effective protection of legitimate interests and the rights of citizens of the Kyrgyz Republic and foreign citizens, as well as domestic and foreign entrepreneurs.
The Strategy aims to establish in the Kyrgyz Republic an integrated, systematic approach to preventing and combating corruption and its manifestations by eliminating the fundamental and root reasons for its occurrence. Support and participation of the civil society and the business community in government anti-corruption efforts are one of the key and most important elements in countering corruption. In this regard, the Strategy includes activities for active involvement of all institutions of civil society as one of the constituent parts of any anti-corruption measures. The inevitability of punishment for any corruption and official crime is still part of anti-corruption policy, as the state is obliged to immediately respond to any violations of legislation and justice.
By Government Decision was established the institute of commissioners for the prevention of corruption in state bodies and bodies of local self-government. There must be created conditions for accountability of the authorities to society, transparency of state procedures and strict adherence to the principle of meritocracy in staff policy of the state.
The Strategy shall be based on the following principles: (a) tracking the balance of income and expenses of state and municipal employees; (b) public control; (c) change in the paradigm and culture of society; (d) improvement of the prestige of the civil service; (e) devaluation of the corruption attractiveness of state bodies and bodies of local government; and (f) inevitability of punishment.
