Abstract
National Development Strategy of the Kyrgyz Republic for the period of 2018-2040 is a nationwide multi-sectoral policy fundamental document, setting state development policy in all spheres of society, focused on ensuring employment, stable income, and the creation of productive jobs, taking into account all the challenges of the future in the labor market, forming really attractive conditions for entrepreneurs, application of innovative and environmentally friendly technologies, ensuring healthy nutrition, preservation of the natural environment and providing the population with clean potable water as the main factors of human health.
The long-term priority for the health care system is to change systemic approaches, from combating diseases and their consequences to maintaining healthy lifestyles, based on the prevention of diseases, the participation of the individual himself in health management, forming responsible attitudes to preservation, strengthening and restoration of one's own health and health of others. State policy in the social support system shall be based on the following principles: (a) every citizen, in the event of a difficult life situation, will receive comprehensive, integrated, flexible and targeted social support, including a set of various social services; and (b) system of social services for children and families in difficult life situations, persons with disabilities, and senior citizens shall be developed in all regions.
The economic policy of the state shall stimulate the development of industries with high export potential, creating jobs and increasing welfare of the people. Measures aimed at reducing the level of the shadow economy of the country will allow to increase the revenue part of the state budget, develop a competitive business environment, reduce the share of credit funds in the economy of the country, as well as to increase investment attractiveness of the Kyrgyz Republic. In the field of external migration, the state will create opportunities to expand the geography of labor migration, will make efforts to assist citizens in the growth of their competitiveness and ensure legal and economic protection in the country of labor migration. The conditions shall be created for wide use of the participation of entrepreneurs in public-private partnership projects and the attraction of investments in projects.
Share of clean energy sources (small hydropower plants, solar and wind power plants, solar collectors, heat pumps, the use of biogas, etc.) will be at least 10% in the total energy balance of the country and energy and resource saving rates will correspond to the indicators of OECD countries.
The country will solve the problem of providing the population with clean drinking water, the policy in the field of the drinking water supply will be aimed at creating an economically sustainable, affordable, safe and high-quality water supply, sewerage and sanitation in every settlement. The system of organization of water supply will be transferred to a market format with a reliable system of subsidies for vulnerable groups.
In the field of environmental protection, the main policy will be aimed at creating an environment favorable for human life and the rational use of natural resources for socio-economic development and the preservation of the unique ecosystems of the Kyrgyz Republic for future generations, conservation of landscapes, biological diversity and promotion of ecological education. Regulation of the use of natural resources and environmental protection will be aimed at the integration and interaction of environmental factors and economic incentives: (a) encouraging the most effective measures to reduce negative environmental impact; (b) establishment of economic barriers to environmentally inefficient ecologically ineffective activities; and (c) harmonization of social and environmental relations through the development of economic activities within the limits of natural reproduction capacity of the environment in order to conserve natural and restore disturbed ecosystems.
In the field of agriculture, the main policy shall be to provide the population of the Kyrgyz Republic with quality food and turning the industry into a supplier of high quality environmentally friendly clean, organic products on the world and regional markets. State support will be directed to large rural enterprises, farms and cooperatives that are engaged in production and processing of agricultural commodities, creating high added value. The main direction in the development of the agricultural sector and of the agro-industrial complex shall be to overcome the country's limited competitive abilities in foreign markets as a supplier of significant volumes of agricultural commodities to global and regional markets and the lack of production capacity for traditional agricultural crops. The industry will implement international quality control system for production, storage and processing of agricultural commodities.
