The President decrees to set up State Supervision Agency over Manufacturing and Trade of Ethyl Alcohol and Liquors subordinated to the Government and entitle it with the following functions: (a) licensing of manufacturing and trade of manufacturing and trade of ethyl alcohol, alcohol-containing products and spirituous liquors; (b) setting import quotas for ethyl alcohol, alcohol-containing products and spirituous liquors; (c) state regulation and control over manufacturing and trade of ethyl alcohol, alcohol-containing products and spirituous liquors; and (d) enforcement of legislation.
