Presidential Decree UP No. 25 “On measures for the development of agro-industrial complex.”

The President recommends to the Government to adopt the following measures: (a) to increase the efficiency of use and market turnover of agricultural land; (b) to consider the possibility of transferring to the management of the authorized body for agriculture part of land of the State Fund of Agricultural Land for the development of cooperatives, seed and breeding farms; (c) to introduce cluster farming methods in the agro-industrial complex at the national and regional levels, including organizing agroclusters for the processing of milk, meat, walnuts, medicinal herbs, fish products, textile crops, wool and leather; (d) to create conditions for: large land users (100 hectares and more) with the provision of opportunities for them on their land plots for the construction of farms necessary for the functioning and development of farming, including fiscal measures and incentives; (e) to introduce agricultural insurance system in areas of risky farming and distant cattle breeding; (f) to develop halal agricultural products; (g) to create conditions and mechanisms to stimulate industrial enterprises, including residents of free economic zones, as well as enterprises of textile and clothing industry for the use of agricultural raw materials and materials (spinning crops, leather, wool, etc.) in the manufacturing of finished products; (h) to create mechanisms of cooperation with industrial science and cluster alliances to improve farmers' access to innovation and ensure introduction of modern technologies, including resource-saving technologies in agriculture; (i) to determine the list of public services and functions in the field of agro-industrial complex and agriculture on the basis of mechanisms of Public Private Partnership; (j) to abolish the licensing of artesian wells used for needs of agriculture; (k) to take measures for the effective use of undeveloped and unproductive agricultural land and pastures, consider the possibility of development on these land plots for agroforestry, horticulture and viticulture; (l) to create an information and reference system for peasants and farmers; (m) to ensure traceability of agricultural commodities; (n) to ensure agribusiness access to land, water and pasture resources for the transformation of agricultural land into production goals; (o) to create conditions for organizing and expanding fish production in water reservoirs, including infrastructure for production and processing of fish products; (p) to take measures to overcome small-scale production by developing cooperation in agriculture; (q) to improve the access of agricultural cooperatives to local and national agricultural markets and trade networks of the country; and (r) to introduce technologies aimed at improving water accounting in irrigation networks.
