Presidential Decree No. 532 establishing National Council on Water and Land Resources.

This document establishes the National Council on Water and Land Resources under the President of the Kyrgyz Republic. The Decree aims to improve coordination among ministries and state bodies in managing, using, and protecting water and land resources. It formally creates the Council, approves its regulations and membership, assigns secretariat functions to the authorized state body on water resources, and obliges the Cabinet of Ministers to align its decisions with the Decree.
The National Council is defined as a consultative and advisory body chaired by the President, with the Prime Minister and the Deputy Prime Minister (Minister of Water Resources, Agriculture and Processing Industry) as deputies. Its members include key ministers (economy, finance, foreign affairs, natural resources, emergencies, health, energy) and heads of major state bodies. Members serve on a voluntary basis. The Council’s main purpose is to develop integrated and coordinated policy recommendations on water and land governance, working in line with the Constitution, the Water Code, the Land Code, and other national legislation, and cooperating with parliament, state authorities, local governments, and non-governmental organizations.
The Council’s core functions include coordinating state bodies’ activities in water and land management, reviewing draft legal acts, approving and periodically revising the National Water Strategy and basin plans, and endorsing annual reports on water regulation. It has powers to request information, propose draft regulations, create interagency working groups, and publish its decisions. The Council meets as needed but at least once a year, with decisions adopted by majority vote and formalized in protocols signed by the President. Its activities may be terminated only by presidential decision.
