Abstract
This Regulation defines the legal and organizational framework of the State Institution Center for Public-Private Partnership under the Ministry of Economy and Finance of the Kyrgyz Republic. The PPP Center is a state executive body of the Kyrgyz Republic, functioning in the status of a subordinate subdivision of the Ministry of Economy and Finance of the Kyrgyz Republic in the form of a state institution carrying out management functions to promote public-private partnership mechanisms. The PPP Center operates in cooperation with government agencies and local government, representatives of the business community, foreign investors, international organizations, as well as other legal entities and natural persons. The purpose of the PPP Center is to develop mechanisms of public-private partnership by promoting PPP projects, improving state and municipal infrastructure and services in the Kyrgyz Republic through attracting investment and management experience from the private sector with the use of PPP mechanisms. The tasks of the PPP Center shall be to coordinate projects of public-private partnerships and the dissemination of PPP mechanisms in various socially significant sectors of the Kyrgyz Republic through the formation of the necessary PPP project management systems, including assistance to government partners in the search, initiation, preparation, implementation and monitoring of the implementation of PPP projects.
