Abstract
The Concept for developing the Unified System of Comprehensive Monitoring and Forecasting of Emergency outlines the country’s increasing vulnerability to natural, technological, environmental, and biological-social hazards, driven largely by climate change. With over 20% of glaciers already melted and more than 200 potentially dangerous glacial lakes, the document stresses the escalating risks to key sectors such as water resources, energy, agriculture, infrastructure, and public health. The goal of the Concept is to strengthen institutional, legal, scientific, and technical capacities to ensure effective monitoring, forecasting, early warning, and coordinated response to emergencies at national and local levels.
The Concept defines five priority directions: improving institutional and legal frameworks; modernizing scientific and technical capabilities; standardizing monitoring and forecasting procedures and formats; enhancing monitoring and forecasting effectiveness at regional, local, and facility levels; and advancing methodological foundations for short-, medium-, and long-term forecasting. Measures include developing missing legal acts, strengthening laboratory and observation networks, unifying databases, integrating advanced ICT, GIS, and remote sensing technologies, and connecting to global monitoring systems. It also requires capacity-building across ministries, local governments, and organizations operating high risk facilities.
Implementation relies on a detailed multi year action plan with performance indicators and a total estimated budget of 7.446 billion KGS, financed primarily through international donor support. Expected outcomes include improved data quality and standardization, better coordination among state bodies, enhanced early warning capabilities, and greater resilience to disasters. The Concept identifies risks such as insufficient funding, inadequate inter-agency coordination, and unforeseen crises (e.g., pandemics), and provides for semiannual monitoring and periodic adjustments to ensure successful implementation by 2030.
