Resolution No. 328 of the Cabinet of Ministers validating the Program "Implementation of energy saving and energy efficiency policies in the Kyrgyz Republic for 2023-2027".

The scope of the Program is to curb the growth of gross consumption of fuel and energy resources during the economic development of the country and to bring the energy intensity of the gross domestic product of the Kyrgyz Republic in terms of purchasing power parity closer to the world average value of this indicator without harming human well-being and the environment by realizing the potential for energy conservation in the production, transportation and consumption of energy resources.
The target priorities of the comprehensive Program are: (a) increasing energy efficiency in the extraction and production of all types of fuel and energy resources, ensuring a reduction in electricity losses during transmission and distribution by up to 15%; (b) increasing energy efficiency in the consumption of all types of fuel and energy resources, ensuring their savings in the amount of 190.1 thousand tons of standard fuel by 2027; and (c) developing the use of cleaner fuel and energy resources, ensuring an increase in the share of renewable energy sources in electricity production at a level of at least 10% by 2027.
The main objectives of the Program: Objective 1 (a) increasing energy efficiency in the extraction and production of all types of fuel and energy resources, ensuring a reduction in electricity losses during transmission and distribution by up to 15%; (b) reducing emissions of combustion products during the generation of thermal and electrical energy, including emissions of harmful substances; and (c) reducing losses of thermal and electrical energy. Objective 2 (a) improving energy efficiency in the consumption of all types of fuel and energy resources, ensuring their savings in the amount of 190.1 thousand tons of equivalent fuel by 2027; (b) efficient use of all types of fuel and energy resources, ensuring sustainable growth of the socio-economic development; (c) developing regulatory legal acts governing relations in the field of energy and resource conservation; and (d) raising awareness of all categories of consumers about the benefits of energy conservation and energy efficiency. Objective 3 (a) development of the use of cleaner fuel and energy resources with the provision of an increase in the share of renewable energy sources in electricity production at a level of at least 10% by 2027; (b) gasification of populated areas and the transfer of boiler houses to cleaner types of fuel and renewable energy sources; and (c) accelerated construction of power plants using renewable energy sources.
Expected results: (a) reducing energy consumption will have a positive impact on air quality in cities, as well as reducing carbon dioxide emissions into the atmosphere, which can be used to attract investment to the country; (b) energy conservation regulation will ensure the creation of new jobs; and (c) reducing energy consumption will reduce energy deficit in the country and reduce the load on electrical networks.
