Abstract
The objective of the Program is to strengthen and develop PPP in the country for the development of infrastructure in the interests of society by combining the resources and experience of the public and private sectors for the effective and correct implementation of economically and socially significant, and fiscally sustainable projects.
The Program includes the following tasks: (a) ensuring a system of checks and balances; (b) high-quality preparation of PPP projects; (c) priority of the competitive approach in the selection of private partners; (d) proper management of PPP agreements; (d) increasing the financial attractiveness of PPP projects; (e) a programmatic approach to identifying PPP projects to reduce the number of project initiatives not provided for in industry development plans; and (g) carrying out reforms and amending the legislation of the Kyrgyz Republic regarding PPP mechanisms.
Expected results are to promote the actions of state bodies and specialized organizations to: (a) take measures within their competence in accordance with the established approaches and principles; (b) practical modernization of infrastructure in respective sectors, a significant part of which requires urgent rehabilitation measures, and (c) a significant increase in the efficiency of functioning and provision of services.
