Resolution No. 418 of the Cabinet of Ministers validating the Program for the Development of Agricultural Cooperation in the Kyrgyz Republic for the period from 2023 to 2027.

Agricultural cooperative is the basis of a cooperative system aimed at improving the welfare and employment of the rural population, developing the social infrastructure of the village, the main task of which is organization of measures for the consolidation of small peasant and farm enterprises into agricultural cooperatives, as well as the creation of consumer cooperation in rural regions for the acceptance, storage, transportation and sale of products from peasant farms, agricultural cooperatives, and individual entrepreneurs. The Program for the development of agricultural cooperation in the Kyrgyz Republic for the period from 2023 to 2027 provides ways for the further development of agricultural cooperatives, mechanisms for the implementation of Program activities and indicators of their effectiveness.
The main goal of the Program is to provide the country's population with safe and high-quality food through the organization and development of agricultural cooperatives in the Kyrgyz Republic, the integration of entities of agro-industrial complex based on cluster development to increase the investment and export potential of this industry, increase the volume of food import substitution.
In order to achieve the above goal, the Program provides the solution of the following problems: (a) development of the raw material base of clusters by organizing cooperatives and integration into cluster aggregators; (b) priority provision of agricultural land pertaining to State Fund of Agricultural Land for lease; (c) creation of favorable legal conditions for effective activities of agricultural cooperatives; (d) improving the mechanism of financial and credit support for cooperative forms of business, providing tax preferences and benefits; (e) organization of village infrastructure and implementation of elements of cooperative management in agriculture; (f) organization of village infrastructure and implementation of elements of management support for agricultural cooperatives; and (g) interaction between state and local authorities, as well as international partners for a coordinated approach to the development of agricultural cooperatives.
The Program provides for the development of the agricultural cooperative movement in the country in 2 stages - short (2024-2025) and medium term (2025-2027). To increase the volume of processing of agricultural products, the following measures are envisaged: (a) re-equipment of enterprises with modern technologies and equipment; and (b) growth in the volume of leasing of processing equipment for agricultural commodities.
The implementation of the Program will ensure: (a) strengthening the material and technical base and increasing labor productivity of agricultural cooperatives; (b) interaction of farmers among themselves, as well as with other agricultural producers in the production, processing and marketing of products; and (c) assistance in increasing the economic potential of the country and the village, increasing the income of the rural population and reducing poverty in rural areas, expanding the labor market in rural areas.
