Abstract
This Resolution is adopted with the stated aim of ensuring rational forest management and forest use, effective protection, conservation and reproduction of forests of the State Forest Fund, specially protected natural areas, and forests outside the State Forest Fund, as well as implementing a unified scientific and technical policy in this field. The Procedure sets out uniform rules for forest management on lands of the State Forest Fund, protected areas, and forests on lands of other categories. It defines in detail the key terms and concepts used in forest management, including types of forest and non forest lands, forest stands, regeneration, degradation, inventory, forest management units (quarters and sub units), and various land uses within forest territories. It distinguishes types of forest management (primary, repeated, continuous, planned and unplanned), establishes revision periods for different forest ecosystems and protected areas, and regulates the scope and methods of forest inventory, including the use of sample plots, mathematical statistical methods, and specified cartographic scales. The Procedure also classifies forest and non forest lands, sets basic mensuration indicators, and regulates the planning of silvicultural and forest restoration measures. The document further regulates institutional responsibilities and financing. The national state body for forest management organizes forest management on a contractual basis and approves methodologies and instructions, including for data collection and author’s supervision. Continuous forest management on State Forest Fund lands and protected areas is carried out by subordinate institutions (forest management units, national parks, reserves), while local state administrations, local self government bodies and landowners are responsible for forests on other land categories. The Procedure specifies when forest management is financed from the national budget and when it is borne by forest users, land users, or subsoil users, including in cases of tourism infrastructure, mineral exploration and extraction, construction of roads, hydropower plants, pipelines and other linear infrastructure, or withdrawal of forest lands for state and public needs. It regulates the stages of the forest management cycle (preparatory, field and office work), the conduct and content of forest management projects and conclusions, the holding and content of forest management meetings, and the system of author’s supervision to verify implementation of forest management projects mid revision period.
