Abstract
The Halal industry is a field of activity that complies with Islamic principles and includes a set of methods, processes and materials aimed at the production, maintenance and operation of halal products within the established requirements of halal standards.
The scope of this Concept is to develop a favorable environment in the halal industry, increase the export of halal products and achieve efficiency in the activities of domestic producers by improving the quality and safety of halal products.
The development policy should be aimed at eliminating the constraints on the development of the halal industry by creating a full-fledged information traceability system for certified halal products, developing effective support mechanisms, strengthening the potential and infrastructure of the halal industry, and increasing the export of halal products to international markets.
The development of the halal industry requires solving the following tasks: Task 1. Developing and improving the legislative framework and regulatory legal acts in the field of the halal industry. Task 2. Developing the infrastructure of the halal industry, domestic enterprises producing halal products and equipping them with modern technical means. Improving the system of assessing the conformity of halal products, including conformity assessment procedures aimed at promoting the development of the halal industry. Task 3. Creating conditions for the formation of a vertically integrated industrial zone, with an established full production cycle and processing of products of animal origin. Task 4. Implementing an automated traceability system for halal products. Task 5. Implementing the rules for trading halal products in retail outlets.
Expected results: (a) to form a state policy for the development of the halal industry with effective support mechanisms; (b) to increase the competitiveness of domestic halal products; (c) to strengthen the infrastructure for the production of halal products and expand the possibilities for export growth; and (d) to form a positive image and increase the investment attractiveness of the country in the world.
