Resolution No. 768 of the Cabinet of Ministers validating the Concept of Sustainable Development of the Issyk-Kul Ecological and Economic System for the Period up to 2030 and the Action Plan for its Implementation.

Concept of Sustainable Development of the Issyk-Kul Ecological and Economic System for the Period up to 2030 and the Action Plan for its Implementation is an intersectoral program document for a biosphere territory of national and international importance Its overarching objective is to ensure ecologically sustainable development of the Issyk-Kul region by protecting Lake Issyk-Kul and its biosphere zone from anthropogenic, technogenic and natural impacts, while supporting economic growth and improving quality of life.
The Concept provides a detailed situational analysis of Issyk-Kul’s ecological, hydrological, climatic, economic and social conditions, including water balance trends, glacier retreat, increasing water abstraction and losses, outdated water supply and sanitation infrastructure, land degradation, hazardous and industrial waste, air pollution, critical status of endemic fish stocks, forest and wetland degradation, and rising disaster risks. It identifies ten priority areas: (1) conservation of Lake Issyk-Kul; (2) water resources, drinking water and wastewater; (3) protection of land resources and reduction of degradation and pollution; (4) protection of atmospheric air; (5) conservation of biological diversity; (6) prevention of natural and technogenic emergencies; (7) greening of the economy, including tourism, energy, industry, agriculture, transport and construction; (8) social development (social protection, education, health, culture and sport); (9) institutional development and public participation; and (10) adaptation to climate change.
Measures include modernizing hydrological and meteorological monitoring networks; developing a basin water resources management plan; reconstructing and expanding drinking water and sewerage systems; strengthening control over discharges and local treatment plants; monitoring and restricting hazardous pesticides; rehabilitating tailings and contaminated sites; developing waste sorting and recycling systems; installing modern dust and gas cleaning equipment; expanding and managing forests and coastal vegetation (including sea buckthorn belts); enhancing protected areas; building protective hydraulic structures and emergency response capacity; promoting renewable energy and energy efficiency; regulating tourism carrying capacity and introducing digital visitor management; and strengthening social services and green jobs.
