State strategic management is the process of state management of the strategic development of the country as a whole and in individual areas, providing for an increase in the effectiveness of decisions made that contribute to the achievement of set strategic goals. Strategic planning shall be intended the activities of participants in state strategic management to develop state strategic documents. Strategic planning includes the following processes: determining goals and development strategies, forecasting, programming, planning, identifying and distributing resources aimed at achieving strategic goals and development priorities of the country. State strategic management is carried out on the following principles: (a) balance of the strategic management system according to the country’s development priorities; (b) subordination of the structure of public administration and its subjects to the set strategic goals; (c) responsibility of officials for failure to implement or untimely implementation of approved measures and indicators of state strategic documents; (d) effectiveness and efficiency of state strategic documents, measurability of goals using quantitative and (or) qualitative target indicators, criteria and methods for their assessment used in the strategic management process; (e) succession and continuity, meaning that the development and implementation of state strategic documents are carried out consistently, taking into account the results of the implementation of previously adopted state strategic documents; (f) budgetary provision of the state strategic document on a program basis; (g) uniform standards for reporting on strategic documents of various statuses and types; (h) transparency and accessibility of information, broad participation of civil society in the strategic management process; and (i) independence of assessment of achieved strategic results.
