Abstract
Nationally Determined Contribution is the Kyrgyz Republic's plan to combat climate change and its contribution to global efforts to reduce greenhouse gas emissions. It outlines directions for low-carbon transformation until 2030, taking into account national priorities and the Sustainable Development Goals. The Kyrgyz Republic recognizes the importance of adopting the Low Carbon Development Strategy and the National Adaptation.
The overall mitigation goal of the Kyrgyz Republic is to reduce GHG emissions by 16.63% by 2025 and 15.97% by 2030, under the “business as usual” scenario. With international support, GHG emissions will be reduced by 36.61% by 2025, and by 43.62% by 2030, according to the "business as usual" scenario.
The projection of future GHG emissions was developed based on the correlation of long time series of major development factors (economic and demographic) with total GHG emissions. Based on the correlation equations of the linear trend of GHG emissions and GDP per capita in terms of PPP, the trends of future GHG emissions in the Kyrgyz Republic were modeled under the “business as usual” (BKO) baseline scenario for the period up to 2050.
Adaptation measures are developed and presented in accordance with the three global adaptation goals of the Paris Agreement (Article 7): (1) strengthening adaptive capacity, (2) strengthening resilience/resilience to the negative impacts of climate change and (3) reducing the vulnerability of populations and systems to the consequences these influences. The implementation of many adaptation measures depends on the successful mobilization of external financing. In this regard, within the planning horizon taken as a basis, some actions may be only initiated but not fully completed.
Monitoring and evaluation of the degree of implementation of the NDC will be based on the developed Implementation Plan14, which combines measures and actions for mitigation and adaptation and contains evaluation indicators, which will become an integral part of the implementation of the NDC. The scope of responsibility is also defined, the indicative need for financial resources for their implementation is calculated, current national capabilities are identified and the need for additional international support is shown. To this end, relevant sections on the implementation of NDC measures will be integrated into the National Communications and Biennial Synthesis Reports, and then into the Enhanced Transparency Reports.
