Abstract
This Cambodia Climate Resilient and Integrated Water Resources Management (IWRM) Action Plan 2026–2030 sets a national framework for strengthening water security, climate resilience, and basin-level water governance in alignment with the SDG 2030 Agenda and Cambodia’s NSDP 2024–2028. Developed by the Ministry of Water Resources and Meteorology with broad inter-ministerial and development-partner involvement, the Plan responds to findings from Cambodia’s SDG 6.5.1 monitoring, which show only modest improvements in IWRM implementation and persistent weaknesses in financing, institutional capacity, and basin-level coordination. The Plan seeks to shift Cambodia from fragmented sectoral planning toward integrated, climate-resilient, and multi-purpose water management, especially in water-scarce river basins.
The Plan outlines three priority objectives: (1) establish a sustainable financing plan for IWRM, (2) develop climate-resilient, multi-purpose water resource plans and investment projects in five priority river basins, and (3) strengthen basin-level governance and stakeholder capacity through IWRM learning programs. It includes 22 activities covering water accounting, tenure assessments, policy review, basin studies, integrated basin plan formulation, high-priority climate-resilient project design, stakeholder engagement, coordination and participatory approaches at basin level, and creation of an IWRM Technical Working Group.
