Abstract
This Cambodia’s Updated Nationally Determined Contribution (NDC) was submitted to the United Nations Framework Convention on Climate Change (UNFCCC), presenting the commitments and the needs of Cambodia for the next decade in order to achieve the goal of the Paris Agreement on Climate to limit global warming to well below 2, preferably to 1.5 degrees Celsius, compared to pre-industrial levels and to significantly reduce the risks and impacts of climate change.
Through the updated NDC, Cambodia commits to continue her efforts with the international community to reduce GHG emissions and improve adaptive capacity of the country based on her resources towards climate-resilient, low carbon and sustainable modes of development. The estimated total emissions reduction by 2030 under the updated NDC scenario is expected to be approximately 64.6 million tCO2eq/year (41.7%).
Mitigation actions have been identified. For agricultural sector, actions include: Increasing the effectiveness and sustainability of agricultural land management techniques; Organic input agriculture and bio-slurry; and deep placement fertilizer technology; Promote manure management through compost making process to reduce carbon emission; etc. Mitigation actions of waste sector contain: Composting of biodegradable organic fraction of MSW supplemented with separation of organic waste (at source); New sanitary landfills with LFG extraction and LFG extraction at the Dangkor Landfill; etc.
The NDC includes a set of adaptation actions, which remain the top priority for Cambodia. An ambitious target has been set up in the Forestry and Land Use sector (FOLU) for halving the deforestation rate by 2030, in line with the REDD+ strategy. For other focus sectors, in line with the vulnerability of the country, proposed adaptation actions include: Agriculture (17 actions), Coastal zones (2 actions), Energy (2 actions), Human health (5 actions), Livelihoods, poverty, and biodiversity (7 actions), Water resources (6 actions), etc.
In addition, the NDC pays attention to gender and vulnerable groups, in order to ensure that the adaptation and mitigation actions contribute to a more inclusive society. According to the NDC , most priority actions have a specific target for women’s participation that ranges from 15% to 70%. Gender and age disaggregated data are crucially important in measuring the success of the gender targets, not only related to women’s participation but also women’s access to skills and technology, as well as women in climate-related decision making. The NDC states that during the NDC implementation and particularly for mitigation measures in the FOLU, the government will seek to promote the rights of indigenous peoples, specifically concerning land ownership.
