Abstract
This Circular is issued by the Royal Government of Cambodia to instruct to the ministries, relevant institutions and sub-national level to implement the principle of the management, consumption, maintenance, protection and development of coastal areas in the Kingdom of Cambodia.
The Circular defines specific zones such as the coast, coastal reserved land, subordinate areas, and islands, detailing their permitted uses and development restrictions. The coast is designated as public land with minimum setback distances from the high tide line, and limited, regulated use for tourism infrastructure. Coastal reserved lands are intended for green spaces and light tourism-related structures, with strict prohibitions on commercial ports and permanent buildings unless they serve public or tourism purposes. The Circular also emphasizes the importance of maintaining environmental integrity, requiring environmental impact assessments and adherence to technical standards for any development. Islands are categorized for either residential or non-residential development, with mandates to preserve at least 60% of natural resources and forests. The water surface which has maritime resources, ecological system, and biological diversity such as coral, variety of fishes, and maritime plants, shall be managed, protected, preserved, and developed appropriately, effectively, and sustainably, where only regulated tourism and fishing activities are allowed, and development of tourist port or floating tourist sites and inside the water shall be under the approval from National Committee on Coastal Area Management and Development.
