Abstract
This Circular aims at assisting farmers in reducing production costs and increasing market competitiveness, particularly as regards to exportation of unhusked/husked rice products.
For this purpose the Royal Government has continued to implement a flexible budget policy through the exemption measures, namely the determination of a zero percent customs-duty rate for the importation of agricultural materials such as agricultural seeds, fertilizers, pesticides, animal food and other agricultural materials-equipment.
To promote the implementation of this policy, the Royal Government has decided to impose the following measures: the Ministry of Agriculture, Forestry and Fisheries will be responsible for controlling and monitoring information regarding agricultural material fees in the domestic markets, especially those pertaining to fertilizers for sale and distribution in the country for the purpose of agricultural production; the Ministry of Agriculture, Forestry and Fisheries and local authorities of all levels must cooperate to send and disseminate information regarding the agricultural material market to local farmers; the Ministry of Commerce will monitor and follow up on information regarding agricultural fees; the Ministry of Economy and Finance will collect information regarding import fees and actual quantity of the imported agricultural materials at all checking point gates in the Kingdom of Cambodia; the Ministry of Commerce and the Ministry of Economy and Finance must provide information on agricultural material fees at the end of every month to the Ministry of Agriculture, Forestry and Fisheries; and the Ministry of Agriculture, Forestry and Fisheries must assess any change to the market fees for agricultural materials which would affect the agricultural production in the country, and request for measures from the Royal Government.
