Abstract
The Ministry of Environment has developed the present Climate Change Action Plan for the period 2016-2018 in order to promote implementation of the strategic objectives of the Climate Change Strategic Plan 2014-2023. The plan establishes 17 priority actions to be implemented during the period 2016-2018, representing the Ministry of Environment’s contribution to the first period of implementation of Strategic Plan. The table indicates the contribution of these actions to the different strategic objectives: 1) Promote climate resilience through improving food, water and energy (FWE) security; 2) Reduce sectoral, regional, gender vulnerability and health risks to climate change impacts; 3) Ensure climate resilience of critical ecosystems, biodiversity, protected areas and cultural heritage sites; 4) Promote low-carbon planning and technologies to support sustainable development; 5) Improve capacities, knowledge and awareness for climate change responses; 6) Promote adaptive social protection and participatory approaches in reducing loss and damage due to climate change; 7) Strengthen institutions and coordination frameworks for national climate change responses; 8) Strengthen collaboration and active participation in regional and global climate change processes. The 17 priority actions are indicated along with the respective estimated cost and the departments responsible for their implementation.
The plan seeks to eliminate hunger, food insecurity and malnutrition. As mentioned, Strategic objective 1 concerns the promotion of climate resilience through improving food, water and energy (FWE) security.
It is expected that the actions set out in this Plan will not only contribute to attracting increase levels of finance for climate change response, but will also have a significant impact on alleviation of poverty (including poverty in rural areas).
The overall objective of the plan is to increase the resilience of livelihood to disasters. The actions hereby envisaged include conducting national and sectoral vulnerability assessments; developing the national Greenhouse Gases inventory system; promoting and improving the adaptive capacity of communities to respond to climate change.
In the field of governance, Action 13 concerns capacity building of national institutions coordinating climate change response.
