Abstract
This Climate Change Priorities Action Plan (CCPAP) for Agriculture, Forestry and Fisheries Sector 2014-2018 is a nationwide policy document.
The CCPAP promotes food security. Two of the expected outcomes are: Agricultural output increased to 36.80 million tons, with national average rice yield of 3,250 kg by 2018; Livestock production increases by 3% per year, and loss of livestock due to climate change decreased within 5% annually. The proposed priorities actions include: Promoting and up- scaling climate smart farming system that resilient to climate change; etc.
The CCPAP seeks to make agriculture, forestry and more productive and sustainable. The proposed priorities actions include: 1. Promoting sustainable forest management; 2. Promoting reforestation and affores-tation to increase carbon stock; 3. Enhancing animal waste management and climate change emission mitigation; 4. Strengthening capacity of Agricultural and agro-industry development entrepreneur and the agricultural cooperative in low emission production; 5. Promoting an integrated approach in efficiency energy and inputs used in latex and rubber wood production; 6. Mapping of agriculture’s productions (agricultural production, rubber, livestock, forestry and fisheries) and of land use; 7. Developing and using integrated socio-economic and climate scenarios with climate, and land use models and Establishment of Carbon Accounting Systems for agriculture, forestry and fisheries; etc.
The CCPAP supports rural poverty reduction. One of the expected outcomes is: beneficiary income in areas vulnerable to climate change increased by 20%, while employment in agri-business and agro-industrial sector increases by 20%. Also, cash crops area planted, resilient to climate change increase by 20%. It requires to promote marginalized groups and women participation to climate change adaptation and mitigation strategy.
The CCPAP seeks to enable more inclusive and efficient agricultural and food systems. The proposed priorities actions include: Promote post-harvest technology for cereal crop and tuber crop, and conduct the research and transfer appropriate post-harvest technology; Develop crop variety suitable to AEZ resilient to climate change (include coastal zone); Modifying existing Agricultural Good Practice (GAP) through additional training to technical staff related to climate change; Promoting and enhancing technology development on the improvement of animal breed, animal feed, and animal health to adapt climate change; etc.
Agriculture, forestry and fisheries sector of Cambodia is sensitive to on-going climate changes. To response to the impacts of the climate change, the CCPAP proposes priorities actions, including: Promote research work on appropriate climate-smart agriculture technology/ techniques to adapt and mitigate climate change; Development of knowledge and information system on climate change; Institutional Capacity Development for natural disaster coordination and intervention; Conducting capacity development, research and awareness raising on REDD+; Developing and implementing regulations and mechanism on REDD+; Building climate resilient capacity in forestry sector; etc.
