Abstract
The Strategic Plan on Climate Change for the Disaster Management Sector is a sectoral strategic plan covering the period of five years starting from 2013. The Strategic Plan focuses on reducing people’s vulnerability to climate change hazards by strengthening the Disaster Management system and being actively involved in Disaster Risk Reduction (DRR) activities, which are the core element of Climate Change Adaptation (CCA).
The Strategic Plan's specific purposes are : 1) to promote the relationship between DRR and CCA; 2) to promote attention on disaster risk management by focusing on vulnerabilities, poverty and the causes of disasters; 3) to show the benefits of promoting capacities in adapting to climate change; 4) to promote management of unprecedented events and the uncertainty of climate change. The strategies are identified, including: 1. Links between climate change adaptation and disaster risk reduction; 2. Promoting the early warning system; 3. Building disaster resilience capacity and CCA through education; 4. Development by paying more attention to risk. Disaster risk reduction activities in response to climate change are also proposed in the Strategic Plan, which include: formulation of law and policy; Building preparedness capacity in response to disaster; Strengthening an institution’s capacity in disaster risk management contributing to CCA; Improving early warning system.
