Abstract
The Community Fisheries Strategic Plan 2025–2029 provides a national policy framework to guide the continued development of community fisheries (CFi) co‑management in Cambodia. Prepared with support from FAO and the European Union, the Plan responds to long‑standing socioeconomic, governance, and environmental challenges facing fishing communities, while aligning community fisheries with national development strategies, legal frameworks, and international guidelines. Its overall purpose is to strengthen cooperation between communities and the Government in managing fisheries resources, improving livelihoods, and conserving aquatic ecosystems under increasing climate and economic pressures.
The Plan defines a long‑term vision and sets out priority actions organized around eight effectiveness criteria, including participation, legal frameworks, governance capacity, financing, livelihoods, conservation, and monitoring. It emphasizes legal reform, institutional strengthening, networking, climate‑responsive planning, gender inclusion, sustainable financing, and phased decentralization to improve the resilience, autonomy, and sustainability of Community Fisheries in Cambodia.
