Abstract
This Gender Equality Promotion and Child Labor Elimination Policy and Strategic Framework (2024–2030) is developed by the Fisheries Administration (FiA) of Cambodia to address persistent gender disparities and child labor in the fisheries sector. Women, who make up half of the fish value chain, are often undervalued and underrepresented in leadership and decision-making roles. The Framework outlines four strategic objectives: mainstreaming gender and child protection in policies, promoting equal representation, improving access to resources and technology, and strengthening accountability through data and monitoring. It emphasizes a twin-track strategy combining gender mainstreaming with affirmative actions to empower women and protect children.
Despite Cambodia’s legal commitments to gender equality and child rights, implementation gaps remain. Women face barriers such as limited access to training, financial resources, and leadership opportunities, while children are engaged in hazardous work across the fisheries value chain. The framework proposes targeted interventions, including gender-sensitive budgeting, vocational training, and community awareness programs. It calls for collaboration among government agencies, development partners, and local communities to ensure inclusive, sustainable fisheries development and a child labor-free future.
