Abstract
This Law of 16 chapters and 113 articles aims at managing the development, construction, repair, maintenance, operation and use of wastewater systems. It stipulates a new regulatory framework for the development, construction, management, operation, repair, maintenance, and use of wastewater treatment facilities, and it applies to all wastewater treatment facilities in Cambodia. The Law is enacted to ensure the quality, safety and sustainability of wastewater systems while protecting the environment and contributing to public health improvement. Management of wastewater shall comply with the standards required by the Environment and Natural Resource Code, and with laws and regulations in force. Development of wastewater treatment facilities (which may be done by the private sector) shall be supervised by the Ministry of Public Works and Transport. The Ministry shall cooperate with national and subnational public bodies to prepare the master plan for the development of wastewater treatment facilities throughout Cambodia. New regulations will implement provisions of the Law.
