Abstract
The National Action Plan for the Zero Hunger Challenge is a national policy with a sectoral approach. The timeframe of the policy is 10 years between 2016 and 2025. The overall objective of the National Action Plan is to achieve a hunger and malnutrition free Cambodia by 2025.
Equitable access to adequate nutritious and affordable food will be ensured with special emphasis on the poor and vulnerable by (i) respecting their right to food, (ii) promoting sustainable agricultural and food systems, (iii) enhancing sustainable and secure access to land and water for the poor and food-insecure, (iv) providing employment in rural areas with a gender sensitive approach, (v) promoting social protection, social services and targeted safety nets, (vi) increasing domestic food production in a sustainable manner, (vii) promoting a stable market environment to minimize the impact of food price fluctuations, (viii) establishing emergency food stocks, (ix) strengthening reliability of agricultural and rural statistics, and by (x) providing regional and sub-regional cooperation for enhancing food security. The nutrition programs will be strengthened to empower women to protect their nutrition, well-being and health. Maternal and child nutrition will be improved by strengthening access to improved nutrition and WASH services, as well as strengthening nutrition services for pregnant women and children less than 2 years of age. Domestic water supply, sanitation and hygiene practices will be improved. A Community- Based Nutrition Program will be implemented. Treatment for severe acute malnutrition will be improved. Micro-nutrient supplementation for children under 5 years of age and exclusive breastfeeding and complementary feeding will be increased. The Nutrition Data and Information Services will be developed. Measures will be taken to minimize food losses and waste during the harvesting, storage, transport, processing, retailing and consumption of food.
The level of incomes of smallholders and fishermen, including women and youth, will be increased by increasing their access to rural and urban markets and consumers as well as to productive resources.
Agriculture and food systems will be socially, economically and ecologically sustainable at all levels through standards for sustainability established for all farmers, agribusinesses, cooperatives, governments, unions and civil society, through sustainable and climate-smart agriculture practices, through improved management and sustainable use of natural resources and through multi-sector policy dialogue and consultation mechanisms at national and sub-national level. The intensification and diversification of agriculture production will be promoted through the development and application of innovative technologies through research and extension services as well as improvements in climate resilient rural infrastructure, including rural roads and irrigation. Better quality input supplies including seeds, fertilizers, and pesticides, animals, poultry and fingerlings will be provided to smallholders.
The Council for Agricultural and Rural Development (CARD) is the high level coordination, monitoring and reporting body. The CARD will facilitate communication and coordination across line agencies, development partners including UN agencies, NGOs and civil society organizations, and will monitor the progress in line with the objectives outlined in the National Action Plan for the Zero Hunger Challenge in Cambodia 2016 – 2025.
