Abstract
The National Adaptation Programme of Action to Climate Change (NAPA) provides a framework to guide the coordination and implementation of adaptation initiatives through a participatory approach, and to build synergies with other relevant environment and development programmes. The instrument presents priority projects to address the urgent and immediate needs and concerns of people for adaptation to the adverse effects of climate change in key sectors such as agriculture, water resources, coastal zone and human health. The overall objective is to contribute to the achievement of the Cambodia Millennium Development Goals and national sustainable development objectives as articulated by the Royal Government of Cambodia.
The document seeks to increase the resilience of livelihoods to disasters. Firstly it sets out the framework for the Adaptation Programme (and specifies NAPA links with Cambodia's National Development Objectives). Secondly the instrument identifies key adaptation needs (with special regar to climate hazard and malaria) and lays down criteria for selecting priority activities. Regarding the prioritization of projects and actions to be implemented, both non-health projects and health projects are included. The former include projects on, among others: food security and agriculture, water availability and accessibility, water quality, biodiversity and other environmental goods and services, appropriate and environmentally friendly technology, responsiveness to immediate needs of affected communities, sustainability.
