Abstract
The overall policy development goal this National Agricultural Development Policy (NADP) 2022–2030 is to increase agricultural growth with high competitiveness and inclusivity by providing high-quality products, which result in food safety and nutrition, while taking into account sustainable management of land, water, forestry and fishery resources. In order to achieve this policy goal, 4 strategic policy objectives are defined for implementation, including: (1) Enhance the competitiveness of agricultural value chains; (2) Increase support for infrastructure in agriculture and agri-business facilitation; (3) Promote sustainable land, forestry and fishery resource management; and (4) Strengthen institutional management and regulatory reforms, HRD and address emerging challenges. Anchored in Cambodia’s broader vision to become an upper-middle-income country by 2030 and a high-income country by 2050, the NADP focuses on four key policy themes: modernizing and commercializing agricultural value chains, boosting public and private investments, promoting sustainable and climate-resilient growth, and implementing institutional reforms.
To achieve these goals, the NADP sets out strategic actions such as expanding irrigation, improving rural infrastructure, promoting agro-industrial parks, and supporting digital agriculture. To modernize Cambodia’s agriculture sector, improve productivity, and ensure inclusive access to technology-driven solutions, the NADP promotes digital agriculture through the following key actions: 1. Establishing a digital agriculture support system, including creating platforms for real-time agricultural information-sharing to support decision-making and productivity. 2. Digitizing education and extension services. 3. Supporting the creation and facilitation of digital platforms for agricultural trade. 4. E-governance and service delivery. 5. Information and communication technologies (ICT) infrastructure expansion. The NADP emphasizes partnerships among public institutions, private investors, and agricultural cooperatives, and aligns with national frameworks like the Cambodian Sustainable Development Goals (CSDGs) and the Rectangular Strategy. The policy also addresses challenges such as climate change, limited access to finance, and low productivity, and includes mechanisms for monitoring, evaluation, and risk management. Strong coordination, investment, and stakeholder engagement are seen as critical to the policy’s implementation.
