Abstract
This National Cashew Policy 2022 - 2027 aims to transform Cambodia into a major producer and supplier of cashew products for local, regional and global markets. The Plicy responds to the challenges and opportunities in the cashew sector, which has seen significant growth in cultivation but remains limited in processing capacity and value addition. It is rooted in Cambodia’s broader economic goals under the Rectangular Strategy Phase IV. The Policy has set out three main goals: 1. To improve the production and product outputs with competitive quality; 2. To promote industrialisation to increase the value-added of the cashew harvest and processing by 25% by 2027 and at least 50% by 2032; and 3. To promote exports through market diversification, inter-sectoral export linkages, trade facilitation, production cost reductions, and market advantage. The Policy also emphasizes sustainability, food safety, and inclusive growth, targeting smallholder farmers and rural communities.
To implement the above vision and objectives, the Policy proposes a comprehensive action plan involving inter-ministerial coordination, legal frameworks, financial support, infrastructure development, and human resource training. It calls for the establishment of a Cashew Federation, Centres of Excellence, and investment incentives to attract private sector participation. The Policy also includes detailed measures for improving post-harvest handling, processing standards, and export logistics. Monitoring and evaluation mechanisms are built into the framework to ensure accountability and alignment with national development goals. Ultimately, the Policy is expected to contribute to poverty reduction, rural development, and national economic growth by creating employment opportunities, especially for smallholder farmers and rural communities, and by reducing migration through improved livelihoods.
