Abstract
This National Cassava Policy 2020–2025 of Cambodia outlines a comprehensive strategy to transform cassava into a key driver of agro-industrial development and rural economic growth. Recognizing cassava as the second most important crop after rice, the policy aims to shift from subsistence farming to commercial production, enhance value-added processing, and improve trade competitiveness. The policy envisions Cambodia becoming a reliable global supplier of cassava-based products, contributing to inclusive economic growth, poverty reduction, and the country’s transition to a high-middle-income economy. It sets out three main objectives: increasing farmer profitability through sustainable practices, supporting processors and attracting investment, and strengthening Cambodia’s presence in global markets. The policy emphasizes a three-pronged approach—production, processing, and export strategies—while promoting contract farming, climate-smart agriculture, and circular economies. It also addresses infrastructure, financing, legal frameworks, and human resource development to support the cassava value chain.
The policy includes a detailed action plan with short-, medium-, and long-term goals, such as establishing cassava belts, improving input quality, building processing zones, and developing ethanol and animal feed industries. It proposes institutional mechanisms like a Cassava Working Group, research centers, and innovation hubs. Risk management strategies address environmental concerns, price volatility, and market competition. Monitoring and evaluation frameworks are established to track progress and ensure alignment with national development goals.
