Abstract
The Vision of this Policy is to improve livelihood and dignity of the people and social harmony by providing them with equal opportunities and decent and productive employment. The goals of the present National Employment Policy are to provide a vision, a policy framework, strategies and policy measures.
The present Policy (NEP) has three strategic Goals: to increase decent and productive employment opportunities, to enhance skills and human resources development, and to strengthen labour market governance. The document outlines strategies to address the challenges of creating sufficient jobs to meet the needs of Cambodia’s young and growing population. It also stresses the need for these jobs to be decent and inclusive.
Cambodia adopted its first National Employment Policy (NEP) to promote decent jobs and economic growth. The NEP, which was formally announced by the government on 22 October 2015, aims to increase decent work, to enhance skills and human resources development, and to improve labor market institutions and governance. The NEP covers the period 2015–2025, very much in line with the national development strategy, to put the creation of quality jobs at the center of economic policymaking.
This Policy is very much in line with the new global framework outlined in the Sustainable Development Goals. It focuses on Decent Work and economic growth and places job creation at the heart of economic policy-making and the national development strategy. It is already putting into action the 2030 Agenda for Sustainable Development”.
One of the Policy’s pillar is to create more jobs in agriculture especially for the youth. Implementation of strategies already proposed in the Rectangle III have heavily influenced development of agriculture, industry and services including strengthening of the inter-linkage across sectors. Development and diversification of agricultural sector pursued under the afore-mentioned Rectangle (Promotion of Agricultural Sector) along with development of industry and services sector highly influenced the creation of decent employment opportunities. In particular, the Agricultural Strategic Development Plan has important implication for employment.
