Abstract
This National Policy and Strategic Plan for Green Growth 2013-2030 is a national strategic plan. It aims at green growth, ensuring politic stability and macroeconomic stability to reach a status of a developed country.
The National Strategic Plan has been developed to boost Cambodian economy toward a green economy focusing on efficient use of natural resources, environmental sustainability, green jobs, green technology, and economic reform, placing more consideration into green incentives, such as green tax, green finance, more importantly green credit, green microfinance, and green investment. The objectives of the Plan are: to promote a national economy with growth stability, reduction and prevention of environmental pollution, safe ecosystem, poverty reduction, and promotion of public health service, educational quality, natural resources management, and sustainable land use and water resources management to increase energy efficiency, ensuring food safety and glorify the national culture.
According to the Plan, the Royal Government of Cambodia adheres to a Win-Win green approach among economy, environment, society, and culture, determining green growth strategies to maintain political and macroeconomic stability with sustainability, transparency, accountability, equity, justice and green opportunities. The National Strategic Plan proposes to improve green growth by focusing on the strategic directions, which include: 1. Green Investment and Green Jobs Creation; 2. Green Economy Management in balance with Environment; 3. Blue Economy Development with Sustainability; 4. Green Environment and Natural Resources Management; 5. Human Resources Development and Green Education; 6. Effective Green technology Management; 7. Promotion of a Green Social Safety System; 8. Uphold and Protection of Green Cultural Heritage and National Identity; 9. Good Governance on Green Growth. More specific strategies are identified, including: encourage investors to take green growth into account and create jobs with green technology use; green agriculture, food security, food safety and hygiene; sustainable water resources management; management and sustainable land use; conversation and sustainable fishery management; environment quality improvement; blue economy management and development; ensuring marine food security; reducing greenhouse emissions and climate change adaption; etc.
