Abstract
This National Policy on Green Growth for the period 2013 – 2030 is a cross-sectoral document. The policy is envisaged to strike balance of economic development with environment, society, culture and sustainable use of national resources through integration, matching and adaptation, as well as harmonization between a green growth principle and national policy. The policy aims at enhancing the well-being and livelihood of all people in harmonization with ecological safety through green growth, basing on green economy, blue economy, environment protection, social safety nets system and uphold of national cultural identity.
Concerning helping eliminate hunger, food insecurity and malnutrition, the National Policy addresses effective management of food security, equipping green technology and promoting green technology investment.
Regarding making agriculture, forestry and fisheries more productive and sustainable, the main strategies concern: reviewing all national policies to achieve green growth; promoting environmentally sustainable areas through reforestration, forestry, fishery and biodiversity conservation, and zoning for conversation and development by balancing each other; capacity building on green growth skills of officers and stakeholders; encouraging investors to take green growth into account and create jobs with green technology use; investment in efficient use of natural resources; reducing greenhouse gas emission and climate change adaptation; following green growth principles in coastline zone management and development; sustainable water resources management; effective management of energy and renewable energy; management and sustainable land usage.
Concerning rural poverty reduction, the National Policy on Green Growth addresses harmonization of green growth in the economy, society and culture, including reducing poverty through green growth at national and subnational levels, promoting social protection and green cultural heritage conservation, promoting green tourism, green macro-microfinance, green credit, and enhancing and mainstreaming green concepts at all levels, i.e. into institutions, genders and general public.
Concerning enabling more inclusive and efficient agricultural and food systems, the Policy addresses food safety and hygiene, encouraging responsible ministries /institutions to issue green standards, green certificates, green flags, green awards, and transferring and green technology and promoting green business competition.
Concerning increasing the resilience of livelihoods to disasters, the main strategies are studying, researching and assessing that pose impacts on economy, environment, society and culture, creating green villages/communes and green communities adapting and resilient to climate change and promoting restoration of soil erosion, arid soil.
The Policy further addresses governance on green growth in the following directions: promoting cooperation on good governance between national and international green institutions; preparing legal framework and policy; human capacity building; mobilize finance and development funds; enhancing transparence, accountability, and responsibility through monitoring and evaluating effectiveness of policy implementation.
