Abstract
The Social Protection Policy Framework is a national policy with a multi-sectoral approach. The timeframe of the policy is 10 years between 2016 and 2025. The overall objectives of this Policy are to ensure income security of the people, reduce poverty, strengthen the stability of the financial system and sustain economic growth.
Nutrition assistance will be given to infants, children, pregnant women, families with food insecurity, people with disabilities and elderly population. Maternal, infant and young child health and nutrition will be promoted by implementing nutrition program for pregnant women and children under age five and school feeding programs. The capacity of the National Food Reservation System will be strengthened to ensure food security in emergency situations. Furthermore a food security program will be implemented by targeting poor and vulnerable citizens affected by the increase in food prices during crisis. Life quality of the citizens will be increased through better access to food and improvements in the health sector.
Rural development will be ensured by promoting technical training with certification for the poor people in rural areas with a gender sensitive approach. Public awareness will be raised on social protection policies.
In order to support food stability in emergency situations, national food reservation capacity will be continuously improved.
The National Social Protection Council and its secretariat will be established. Furthermore a new institution will be established under the Ministry of Economy and Finance operating as regulator of the social security affairs. The Social Protection Policy Framework has been developed under the leadership and coordination of the Ministry of Economy and Finance and in consultation with other stakeholders including: the Ministry of Social Affairs, Veterans and Youth Rehabilitation, the Ministry of Labor and Vocational Training, the Ministry of Health, the Ministry of Civil Service, the Ministry of Planning, the Ministry of National Defense, the Ministry of Interior, the Ministry of Justice, the Ministry of Education, Youth and Sport and the Council for Agricultural and Rural Development.
